The California Air Resources Board (CARB) is deliberating changes to the draft regulatory text aimed at accelerating the transition to zero-emission forklifts throughout the state. CARB is developing this regulation to phase-in electric and hydrogen fuel cell forklifts, emphasizing the replacement of internal combustion engine forklifts.
Ag Coalition Comments
In response to these developments, Ag Council joined other agricultural stakeholders to submit coalition comments to CARB. The coalition seeks to expand exemptions and extensions, protect sensitive data by opposing certain reporting requirements, clarify regulatory definitions affecting nurseries, and place caps on phase-out schedules for agricultural businesses.

Participation Urged at Upcoming June 27 Meeting
CARB is set to review the draft text and potentially adopt the regulation at an upcoming board meeting on June 27. Ag Council staff will comment during the virtual meeting.
We also encourage Ag Council members to participate in the Zoom meeting to ensure the needs of our agricultural community are adequately represented. Farmer and producer testimonies are crucial to help emphasize the need for regulatory flexibility to support food and agriculture production and processing operations. If adopted, the regulation would take effect January 1, 2026, with the first compliance deadline for phasing out internal combustion engine forklifts occurring in 2028.
