On June 5, the State Legislature concluded its “House of Origin” deadline week. Some measures stalled due to opposition while others passed and move to the other house for further consideration.
Actions taken this week include “House of Origin” determinations on the following bills:
AB 1264 (Gabriel)
o Defines and regulates ultra-processed food – Passed the Assembly
o Position: oppose, unless amended
SB 601 (Allen)
o New water quality permit requirements – Passed the Senate and will be amended to remove the Private Right of Action
o Position: oppose
SB 72 (Caballero)
o Sets a California water supply planning target of nine million-acre-feet of additional water by 2040 – Passed the Senate
o Position: support
SB 310 (Allen)
o Undermines the 2024 PAGA reforms that address frivolous lawsuits – SB 310 did not come up for a vote due to significant opposition
o Position: oppose
AB 411 (Papan)
o Livestock carcass composting – Passed the Assembly
o Position: support
AB 1331 (Elhawary)
o Overly broad bill to restrict surveillance (security) measures by employers and contains a Private Right of Action – Passed the Assembly
o Position: oppose
As a reminder, gut and amend bills are allowed in the Legislature, so new bills do arise toward the end of the legislative session later in the summer. This is where an amendment to a bill replaces existing language.
