CalRecycle Director Rachel Machi Wagoner will be a featured speaker at Ag Council’s 104th Annual Meeting during the general session on March 30, 2023.
CalRecycle is tasked with implementation of the comprehensive, statewide legislation to reduce single-use packaging waste through source reduction, recycling, and composting. The measure, SB 54 (Allen), was signed into law in 2022.
Ag Council has been engaging in discussions with Wagoner and her team and will continue to do so given CalRecycle will be drafting SB 54 regulations that impact our members.
Other responsibilities of CalRecycle include collaborating with the California Department of Food and Agriculture regarding on-farm composting, as well as regulating recyclability claims of products and packaging sold in the state.
Prior to being appointed as CalRecycle director by Governor Gavin Newsom in December 2020, Wagoner served as deputy legislative secretary for the governor.
Previously, she worked as the chief consultant for the California State Senate Committee on Environmental Quality, where she advised senators on issues such as waste reduction, environmental justice, pollution prevention, and hazardous waste.
Wagoner’s public service also includes consulting for the California State Senate Committee on Health and working as deputy legislative secretary for Governor Gray Davis.

CalRecycle focuses on protecting the environment through the reduction, reuse and recycling of resources, environmental education, disaster recovery, and the transition from a disposable to a fully circular economy.
